Tommos vs Bullhorn: Bullhorn keeps your candidates, the tommos work your clients

Bullhorn is where a recruitment agency keeps its candidates, jobs and placements, and it is priced per recruiter. Tommos (tommos.ai) works the half of the business that pays the fee. Tommo SDR answers the hiring manager and books the intake call. Tommo Closer writes the fee proposal from your terms. Tommo Legal reads the client’s terms of business against yours. One price per agency, from $299 a month, and Bullhorn stays where it is.

14 days of everything, no card.

Tommos and Bullhorn on the client side, row by row#

Every Bullhorn cell comes from Bullhorn’s own pages, read on Oct 12, 2026; the number after a cell names the page. “Not on the pages we read” means we found no such feature there, not that Bullhorn can never do it.

Prices change. We read these pages again on the day this page goes live.

Bullhorn's bill grows with each recruiter. Tommos has one price for the agency.#

Bullhorn’s published per-user prices, read Oct 12, 2026, before VAT.2 The client pipeline sits on Pro, which has no public price, so the table stops at Core.

WhatTommos CloseTommos SignBullhorn StarterBullhorn Core
2 recruiters$599 a month$899 a month$198 a month2$330 a month2
5 recruiters$599 a month$899 a month$495 a month2$825 a month2
10 recruiters$599 a month$899 a month$990 a month2$1,650 a month2

The two bills buy different work. Bullhorn’s seat gives a recruiter the database, the matching and the submissions. Tommos gives the agency the client side done: the reply to each employer, the fee proposal, the follow-ups, and on Sign the terms read and the fee invoiced. A new recruiter costs nothing more in Tommos, and neither does your account manager or your office manager.

If you buy Bullhorn’s Pro for its sales pipeline, ask on the call what Pro costs next to Core. An agency that runs its clients in Tommos needs Bullhorn for candidates only.

The Fernhill search: who writes each step in Tommos, and in Bullhorn#

The made-up retained search from our page for recruitment agencies: Elena Park, CTO of Fernhill Systems, needs a VP of Engineering at a $240,000 base salary. Your fee is 25%, $60,000, in three stages of $20,000.

A tommo’s email waits on a card for your Send until you let a tommo send that kind on its own. That choice comes after twelve approvals in a row with nothing to fix, per form, on a paid plan. The card-by-card story is on the page for recruitment agencies.

Candidates in Bullhorn, clients in Tommos: where each record lives#

  • Beside Bullhorn’s CRM. Your recruiters keep working job orders and candidates in Bullhorn. New employers and open fee proposals live in Tommos, where the tommos write. When the agreement is signed, you open the job order in Bullhorn.
  • In place of Bullhorn’s CRM. If you are on Starter or Core, Bullhorn’s sales pipeline is a plan upgrade away. Run the pipeline in Tommos instead, from the first email to the last fee stage, and keep Bullhorn for the search.

What stays in Bullhorn either way: resumes, job posting, matching, submissions, interviews with candidates, placements, and for contract staffing, timesheets and weekly billing.

What moves to Tommos: the employer’s inquiry, the intake call, the fee proposal and its follow-ups, the client’s terms of business, your agreement, and the invoices of a retained or contingency fee.

There is no sync between the two today. A deal won in Tommos becomes a job order in Bullhorn by your hand.

Where Tommos began#

PFLB, the load testing firm where Tommos began, has run its inbound sale on three tommos since August 20, 2026. In seven weeks the tommos wrote 65 emails to 21 people, each sent on a person’s yes, and booked 10 meetings: see each count on PFLB’s page.

Questions agencies on Bullhorn ask#

Is Tommos a Bullhorn alternative?
For the client side, yes. Tommos (tommos.ai) answers the hiring manager, books the intake call, writes the fee proposal from your terms and reads the client's terms of business against your positions, for one price per agency. It is not an ATS: no candidate database, no job posting, no matching. Keep Bullhorn or another ATS for candidates.
How much does Bullhorn cost?
Per user, per month: Starter $99, Core $165, and Pro and Max priced on a call, before VAT, per Bullhorn's small-agency pricing page, read on October 12, 2026. The sales pipeline starts on Pro. Bullhorn does not offer a free trial. Tommos is $299, $599 or $899 a month for the whole agency, with a 14-day trial.
Doesn't Bullhorn Amplify do this already?
Eight of Amplify's ten workers serve candidates and records: they match, screen and present candidates, transcribe calls, and audit placements. The other two reach for clients: Outreach runs campaigns that “prospect new clients”, and Prospect finds target companies, per Bullhorn's Amplify page, read on October 12, 2026. Bullhorn's pages name no agent that answers an inbound hiring manager, writes a fee proposal from your terms or reads a client's vendor agreement. Those three are the tommos' work.
Can Tommos and Bullhorn share data?
Not yet: there is no sync. A won deal becomes a job order in Bullhorn by hand. Tommos works from Google Workspace: Gmail, Google Calendar and Drive.
Can Tommos bill weekly timesheets for contractors?
No. Tommos invoices a fee from the signed agreement: a retainer in stages, or a contingency fee at the start date. Timesheets and weekly billing for contractors stay in Bullhorn's back office or your payroll tool.
Which Tommos plan fits an agency on Bullhorn?
Close ($599), if your proposals wait until Friday; Sign ($899), if your clients send their own agreement.
